Bring a large pot of salted water to a rolling boil. Add the penne pasta and cook according to package instructions until al dente. Before draining, reserve 1 cup of the starchy pasta water.

While the pasta cooks, heat the olive oil in a large skillet or deep pot over medium heat. Add the minced garlic and cook for 1 minute until fragrant, being careful not to let it brown.
